Top universities in the US usually give scholarships to most of their accepted graduate students in Aero/Astro (MS/PhD level).
One aspect that I feel is not understood by most readers of this mailing list is that most top universities in the US provide their own scholarship to top applicants in science and engineering, especially at the PhD level. This is not advertised, simply because they already have strong name branding, so they have the luxury of choosing students.
This is well-known to US students, and is also well-known to students from countries such as India, PRC, Taiwan, SKorea, Singapore. They apply to top US engineering/science PhD programs knowing that if they get accepted, they are likely to get a full scholarship as well.
Going back to Aero/Astro, I know that the top US programs (Caltech, MIT, Stanford) provide full scholarships to >80% of their accepted engineering PhD students.
You can substitute Aero/Astro at {MIT, Caltech, Stanford} with "Electrical Engineering", "Mechanical Engineering", "Chemical Engineering", "Mathematics", "Physics", and the reality is very similar: >80% of accepted PhD students will get full scholarhsip.
One notable exception is the notorious Stanford EE MS program. They accept lots of students without scholarship and terminate them at the MS level. With so many Silicon Valley companies around, this is a good source of revenue for the department. Their EE PhD program gives scholarships just like every other top EE PhD program.
TL;DR: Top US engineering / science departments give full scholarship to >80% of their PhD students, but they don't advertise this.

Kalau ingin ke Jerman, cari universitas yang punya jurusan "Luft- und Raumfahrt". Dulu Habibie mengambil jurusan semirip ini di Aachen. Di TU Braunschweig ada juga.
Di Jerman bisa pilih universitas yang dekat perusahaan Airbus atau Astrium kalau mau kuliah jurusan ini.
