Universities in the US are usually aware that there is a wide variance in "grading standards" especially among universities outside of the US. I think it will be good for you to give an explanation of what it your GPA means, is it based on rankings, or a fixed static standard, or what have you.
Usually universities in the US truly care about percentile rankings: whether you are in the top 20%, or top 10%, or top 1% of all students in your classes / department.
To give an example, in order to get admitted most top universities ask that you are at least in the top 20% (80th percentile) in GRE scores. That's prior to scholarship considerations.
